Division Leader – JOC Water Infrastructure

A respected civil construction organization is seeking a senior leader to build and scale its municipal water infrastructure operations in the Phoenix market. What You Will Do

  • Lead growth, execution, and profitability for a portfolio of water and wastewater infrastructure projects
  • Expand relationships with municipalities, engineering partners, and public sector stakeholders to grow backlog and repeat business
  • Oversee delivery across preconstruction, estimating, field operations, scheduling, and closeout
  • Guide teams through JOC, CMAR, design-build, and design-bid-build work in a public works environment
  • Establish operating rhythms, performance expectations, and accountability across project managers, estimators, and field leaders
  • Monitor forecasting, cost controls, bidding strategy, and division-level financial performance
  • Drive continuous improvement in safety, quality, scheduling, and project execution
  • Mentor and develop a high-performing team while building a culture of ownership and follow-through


What You Bring

  • 10+ years of experience in heavy civil, utility, or process infrastructure construction, with strong exposure to municipal water or wastewater work
  • 5+ years of leadership experience overseeing multiple projects, teams, and business outcomes
  • Proven success managing budgets, forecasting, and P and L performance
  • Experience leading alternative delivery and public works projects, including JOC, CMAR, design-build, and design-bid-build
  • Strong knowledge of construction operations, estimating strategy, scheduling, and contract execution
  • Ability to build trusted relationships with owners, consultants, subcontractors, and internal teams
  • Background in engineering, construction management, or equivalent industry leadership experience
  • Familiarity with tools such as Primavera P6, Microsoft Project, Procore, HCSS, or similar platforms is valued
  • PE, PMP, or CCM credentials are helpful but not required
