Project Manager

Location: Phoenix, Arizona

Our client is strengthening the leadership bench behind a growing portfolio of essential water infrastructure projects across Arizona. They are looking for an accomplished construction professional who can take ownership of major project delivery today while helping develop the next generation of project leaders. For the right person, this is more than another Project Manager assignment. It offers visibility with senior leadership, the ability to mentor a developing team, and a credible path toward broader operational responsibility as the business grows.

This Role Offers

  • Primarily local Arizona travel, typically day trips or short site visits rather than extended rotations.
  • Opportunity to mentor a growing project team and compete for future division level leadership responsibilities.
  • A stable backlog of essential public infrastructure work with room to influence how the group scales.

Focus

  • Lead the planning and execution of municipal water and wastewater construction projects from turnover through closeout.
  • Own project financial performance, schedule, risk, procurement, subcontractor coordination, and client communication.
  • Guide project engineers, superintendents, and support staff while creating clear expectations and accountability across the team.
  • Build trusted relationships with municipal owners, engineers, vendors, and trade partners, and resolve issues before they affect project outcomes.
  • Coordinate submittals, change management, cost forecasting, quality expectations, and safety requirements across multiple active scopes.
  • Visit Arizona project sites as needed while remaining primarily based from the local office.
  • Contribute beyond a single job by mentoring developing project leaders and helping strengthen project management practices across the water group.
  • Position yourself for broader operational leadership as the organization continues to build its next generation of division management.

Skill Set

  • Significant project management experience in heavy civil construction, with direct water or wastewater treatment plant experience strongly preferred.
  • Proven success managing complex municipal infrastructure projects, including owner relationships, subcontractors, vendors, schedules, budgets, and risk.
  • Experience leading project teams that include project engineers, superintendents, and other field or technical staff.
  • Background in treatment facilities, pump stations, process piping, wet utilities, or municipal utility programs is highly relevant.
  • Experience with alternative delivery environments and collaborative public works contracting is valuable.
  • Strong commercial judgment, communication, planning, and problem-solving skills, with the ability to coach less experienced team members.
  • Candidates with extensive municipal wet utility experience may also be considered when their background demonstrates strong crossover into treatment facility construction.
  • A leadership mindset that balances field awareness, owner relationships, financial discipline, and team development.
